An electric scooter is a convenient way to get around town. Be sure to always follow the traffic rules when riding an electric scooter, regardless of whether you are using your own or a rental scooter.
In Helsinki, the use of rental electric scooters is subject to certain restrictions. The aim of these restrictions is to improve traffic safety and reduce the nuisance caused by parking.
Please pay particular attention to where and how you park your scooter. Parking Control may remove an incorrectly parked scooter and charge a removal fee for it.
Restrictions applied to rental electric scooters
The functioning of rental electric scooters in Helsinki is automatically restricted by using GPS tracking.
Reduced speed limits
The speed limits for electric scooters are 20 km/h during the day and 15 km/h on weekday nights (between 23.00 and 5.00).
In busy pedestrian areas, electric scooters are subject to the reduced speed limit of 10 km/h. These slow-speed zones are located in the city centre and on busy market squares and plazas in other areas.
Slow-speed zones outside the city centre:

- Sitratori square
- Ylä-Malmi and Ala-Malmi squares
- Pihlajamäki shopping centre
- Tallinnanaukio and Itäkeskus bus terminal
- Mosaiikkitori square
No service on weekend nights
Electric scooters are completely unavailable on weekend nights, meaning between 23.00 and 5.00 on the nights between Friday and Saturday and between Saturday and Sunday.
Prohibition on riding and parking in certain areas
Areas where cycling is also prohibited are designated as no-riding zones. Examples of such areas include cemeteries, large nature reserves and artificial turf fields.
Parking spaces for electric scooters
In the inner city and certain other areas, you are only allowed to park in marked parking spaces. These areas cover the city centre, Taka-Töölö, Pasila, Kallio and Kalasatama. The City also plans to introduce designated parking spaces in Puotila, Tapanila and Vuosaari.
The use of designated parking spaces is also mandatory elsewhere in Helsinki, near metro and train stations and in other places where the incorrect parking of electric scooters could significantly impair the accessibility and safety of pathways. Examples of such places include daycare centres, playgrounds, schools, health stations, tram stops, bridges and underpasses.
You can find these designated parking spaces on plazas and market squares and in on-street parking areas. All of the parking spaces are marked with road markings, and those located on the roadway are also marked with road signs. Additionally, you can see the locations of these parking spaces in the electric scooter rental apps.
We monitor the parking of electric scooters
Helsinki Parking Control may remove an electric scooter if it is parked outside of a parking space or in a way that causes significant nuisance. For example, a scooter parked on the pavement must not obstruct the passage of a wheelchair or pram. You are also not allowed to park a scooter in front of a pedestrian crossing.
At the end of the ride, the user must take a photo of the scooter to show that it is parked correctly. The companies renting out electric scooters monitor the photos taken and impose sanctions on users who have parked their scooter incorrectly, based on the photo taken.
If a scooter is parked outside of a parking space or in a location that causes nuisance, we charge a fee of €80 for moving the scooter to a nearby location. For each electric scooter moved to a storage facility, we charge a removal fee of €100. Additionally, we charge a storage fee of €15 for every seven days of storage, rounded upwards. We collect these fees from the owner of the electric scooter.

Report an incorrectly parked electric scooter
If you spot an incorrectly parked electric scooter, please report it, preferably directly to the company that owns the scooter. The companies that rent out electric scooters in Helsinki include Ryde, Dott and Voi. If you notice that an electric scooter is parked incorrectly on the street, you can report it to Parking Control.

Helsinki Parking Control
We are working to prevent nuisance from rental scooters
For several years now, the City of Helsinki and the companies renting out electric scooters have agreed on measures aimed at improving road safety and the parking of scooters. As of 2026, these changes are included in the micromobility licence.
During the 2026 electric scooter season, there are three companies renting out electric scooters in Helsinki: Dott, Ryde and Voi. In Helsinki, only companies that have been granted a micromobility licence by the City are permitted to rent out electric scooters.
The terms and conditions of the licence provide for the speed limits for electric scooters, their designated areas of use, parking, usage times and the number of electric scooters permitted. The City monitors compliance with the restrictions set out in the licence throughout the electric scooter season.
We also actively engage in discussions with the companies renting out electric scooters, the Ministry of Transport and Communications and other cities to find common solutions and develop the terms and conditions of the licence. Additionally, we cooperate with the police with the aim of preventing riding on pavements, high situational speeds and more than one person riding the same scooter at a time.
